It was a difficult day in voting on the State Budget proposals for 2023. It was a day dedicated to fiscal measures. And the debate in the morning, at the plenary session, was promised. Not that major changes were expected from what was already known in the proposals of the PS and the Government. But even so, there was room for some fiscal victories for the opposition parties, namely on VAT – which was reduced on bicycles (Livre) and on certain foodstuffs (PAN), in addition to what was already known to be earmarked for the PS (shellfish and heating products). The fiscal costs of the approved measures were not disclosed.

This allowed, however, to add points to the government’s discourse that an absolute majority is not an absolute power, and that it has shown an openness to dialogue. This has already resulted in three days of voting on 47 opposition proposals greenlit by PS, the shark in this discussion, as it decides by absolute majority what passes and what does not.
